Biography

Baetov Batyrkul Isaevich – Doctor of Economics, Professor, State Counsellor of the Kyrgyz Republic, 3rd class, a well-known expert in the field of economics, construction, energy, public administration and entrepreneurship. He was born on 21 July 1954 in Kara-Buura district, Ak-Zhar village.

B. Baetov graduated from Frunze Polytechnic Institute with a degree in Economics and Organisation of Construction. He defended his Candidate's thesis at the Moscow Engineering and Construction Institute and then his doctoral thesis at the Centre for Economic and Social Reforms under the Ministry of Economic Development of the Kyrgyz Republic. He has considerable experience in research and management activities and has held key positions in government structures and scientific institutions of Kyrgyzstan.

During his career, he worked at the Ministry of Energy and Industry, the Ministry of Education and Science of the Kyrgyz Republic, and headed research institutes. Under his leadership a number of strategic programmes in the field of energy, construction, entrepreneurship development and state regulation were developed. He is actively engaged in scientific activities and is the author of more than 100 scientific papers, including monographs and popular science articles on topical issues of economics, innovative development, industrial policy and resource management.

For his professional activities, he has been awarded a number of state and industry awards, including the titles ‘Honoured Economist of the Kyrgyz Republic’, ‘Honoured Power Engineer of the CIS’, ‘Excellent Scientist of the Kyrgyz Republic’, ‘Excellent State Regulator of the Fuel and Energy Complex of the Kyrgyz Republic’ and other honourable awards.
